THE LEGEND
The Cobblepots were old Gotham money, the kind with wings on the family crest, and they put their firstborn in a basket on a winter river rather than let the city see him. What the sewers raised came back decades later wearing a top hat: Oswald Cobblepot, proprietor, financier, collector of grudges, known to the underworld by the name the cruel children gave him first. The Penguin.
He is the rare Gotham power who never wears a mask, because respectability is his disguise. From behind the Iceberg Lounge's frosted glass he brokers the city's guns, debts and secrets, and every deal is signed under the canopy of an umbrella that is never only an umbrella: blades, gas, blackpowder, one that flies. The costumed lunatics come and go, the Bat breaks them all eventually, and through every regime change the little man with the long memory remains, counting.
OFF THE PAGE
The Penguin waddled into Detective Comics #58 in 1941, reportedly inspired by a cigarette mascot, and became the gentleman-gangster of Batman's gallery: no origin trauma required, just ambition in a tailcoat. Burgess Meredith's cackling take defined him for the 1966 generation; Danny DeVito's Batman Returns (1992) grotesque, all beak, bile and sewer pathos, remains one of the boldest villain performances ever put in a superhero film. Colin Farrell then vanished into prosthetics for The Batman (2022) and walked away with his own acclaimed HBO series, proving the character can carry a crime saga without a cowl in frame. Between eras, the animated series and the Arkham games kept him where he belongs: not the strongest man in Gotham, but the one who owns the room the strong men meet in.
IN SIXTH SCALE
Sixth scale's Penguin story currently runs through Jazzinc Dioramas, whose Batman Returns program built the DeVito grotesque and its world around him, sewers, throne and all, in the diorama-first style that maker is known for. Mars Toys covers the coded corner with a suited kingpin take. He is a gift to shelf composition: short, round and instantly readable next to any long-coated Bat, with umbrella accessories that pose into a dozen stories. A DC rogues display can survive missing many villains, but it feels strangely polite until the little emperor of the Iceberg Lounge takes his seat.
